Sen. William Proxmire, Senate Banking Committee chairman, conceded that the effort to get a bank bill through Congress before adjournment is dead. However, the Wisconsin Democrat called upon the Federal Reserve Board to promptly expand bank securities powers. Proxmire said action by the Fed is needed promptly to assure a competitive market for corporations, local governments and other users of capital.
