1. What steps would you take to reduce the risk of war? I have been a firm supporter of arms control throughout my three terms in the House. I have opposed the MX missile, nerve gas weapons, the B-1 bomber and SDI; and supported the ban on ASAT testing and nuclear testing with yields of greater than one kiloton.
2. What changes would you make in the budget process to improve financial control and to set national priorities? I believe we can lower the deficit by reducing wasteful defense spending, improving tax collection, working toward the goal of tax fairness and reducing the levels of unemployment and under-employment.

Take firm action to discourage territorial aggression by one country against another. Encourage the development of democratic societies with respect for civil rights. Assist democracies which are threatened by terrorists or totalitarian regimes.
2. What changes would you make in the budget process to improve financial control and to set national priorities? Prohibit the lumping of more than one appropriation bill into continuing resolutions calling for huge government expenditures. Give line item veto power to the President. Adopt the balanced budget amendment to the Constitution.
