Consolidated Rail Corp. began construction on a $9.5 million project to expedite the movement of freight trains by modernizing its major junction at Harrisburg, Pa., linking the railroad`s Pittsburgh line with its four routes to the east and south. The project is scheduled for completion at the end of the year.
