The City Council`s Public Works Committee will study what is the city`s liability for resurfacing and curbing of Walnut Avenue between 6th and 7th Avenues. The council Monday approved the need for the study in response to complaints from Walnut Avenue residents, who claim increased traffic since the 1988 expansion of the St. Charles Public Library has necessitated street improvements.
A 35,000-square-foot library expansion and 40 additional parking spaces are located on the north side of the block, with direct access to the parking lot from Walnut Avenue. The residents object to the city`s assertion that the homeowners may be responsible for costs related to the improvements, which city officials estimate will total $50,000.
