Chicago`s unpaid parking fines total $35 million. This money would fill a lot of potholes.
If our officials and we taxpayers really want to collect past-due parking fines and punish those who presently break our laws, there is a way to do it.
We need a state law that says whenever an owner sells his car and wants to transfer the title, he can`t do it until the city or the county he resides in certifies that he has no unpaid parking fines outstanding.
The state or the auto dealer could charge $25 for the computer inquiry expense required.
