F.T. Underhill Jr., a retired senior foreign service officer and former ambassador, asserts, ”We now have almost one-half million military personnel abroad at more than 300 military installations in 21 countries.”

Further, he states that ”annually it costs $4 billion to maintain 50,000 troops in Japan, an additional $4 billion for a like number in Korea and 360,000 troops in the NATO countries cost $125 billion.”
