The Quebec government Tuesday rejected an offer from about 50 Mohawks, holed up in a drug-treatment center in this town west of Montreal, to end a 2- month armed impasse by surrendering. Premier Robert Bourassa called the Mohawk proposal ”unacceptable” because it ”contradicts fundamental principles of democracy and our justice system.” The Mohawks` offer hinged on creation of a special commission that would exercise ultimate authority for determining any criminal charges. A police officer was killed when Quebec police stormed an Indian barricade in July.
