Souter, 51, justice on the U.S. 1st Circuit Court of Appeals, was appointed this year by President Bush. He has been endorsed for a seat on the U.S. Supreme Court by the Senate Judiciary Committee.
Background: New Hampshire state supreme court justice, 1983-90, appointed by former Gov. John Sununu, who is now Bush`s chief of staff; state superior court justice, 1978-83; spent eight years in New Hampshire attorney general`s office before becoming the attorney general from 1976-78.
