Philip A. Springer might have had his wife`s and child`s welfare at heart, but police in Crystal Lake arrested him nonetheless.
Police charged Springer with retail theft, alleging that he stole a Valentine`s Day floral bouquet and two packages of disposable diapers Saturday from a Jewel store on U.S. Highway 14.
Springer, 36, of Crystal Lake, also tried to shoplift four packages of pork chops and two cases of beer, according to police.
