`Tough year` seen for banks: John P. Laware, a member of the Federal Reserve Board, said 1991 is ”going to be a hell of a tough year” for U.S. banks and may even bring a ”couple” of large bank failures. But Laware expects a ”turnaround” to begin in 1992.
