Tokyo shares slip: Tokyo stocks declined Tuesday, with the Nikkei Average closing at 23,995.76, down 113.00 points, or 0.47 percent, on the Tokyo Stock Exchange. Also in Tokyo, the dollar was trading at 138.47 yen early Tuesday, up 0.63 yen from Monday`s close.
