In response to Arthur Frey`s letter (Voice, Sept. 7):

First, from what I have read in the sports section this year, it seems that the White Sox are jerking around their young pitchers as much as the Cubs are. And since the Sox team ERA is only slightly lower than the Cubs`, why isn`t Mr. Frey worried about the confidence of the young Sox pitchers?

Second, if the Cubs did indeed ”let those young pitchers pitch,” and if they were hammered early and often, I`m reasonably sure that Mr. Frey would be the first to complain that the Cubs are not doing enough to sign or trade for better pitching.

And third, if the ”Cubs` management knows nothing about pitching or pitchers,” how does he explain the fact that the Cubs signed and developed pitchers like Rick Reuschel, Bruce Sutter, Lee Smith, Greg Maddux, Frank Castillo and Ken Holtzman? Does he dismiss these examples as fne actor and a credit to his hometown. However, he is not ”the first black actor to star in a television western,” nor ”the first black to appear regularly in a western.”

He was preceded by Raymond St. Jacques in ”Rawhide” (last season, 1965-66), Jemal David in ”The Outcasts” (1968-69), Howard Rollins Jr. in

”Wildside” (1985), and others. Kudos to Franklin for his accomplishments, but credit where it`s due to these other talented actors, too.
