Patent appeal: Edwin Artzt, chairman of Procter & Gamble Co., said he doesn`t expect the Food and Drug Administration to approve the company`s fat substitute, Olestra, until 1993. Artzt made the comment in testimony before a House Judiciary subcommittee in which he urged Congress to extend patents protecting Olestra for another 10 years.
