Reader John K. Tomko of Berwyn noticed that the charges on his December electricity bill were higher for the same amount of kilowatt-hours used during the November billing period.

The reason for the difference is Commonwealth Edison re-funded approximately $80 mil-lion to customers during the November billing cycle by crediting their bills. If Mr. Tomko compared charges for the first 400 kwh on his October and November bills, he would notice a decrease for November.
