Raymond E. Collins, 68, a retired Chicago police sergeant, died Thursday in Evanston Hospital. Mr. Collins, of the Sauganash Park neighborhood, worked in the Chicago Police Department for 38 years and retired in 1986. Mr. Collins and his daughter, Joan Biebel, who works in the major accidents investigation unit, were the first father and daughter sergeants in the Chicago Police Department. Mr. Collins` son Thomas also is a Chicago police officer. Born and raised in Chicago, Mr. Collins spent most of his years as a sergeant in the Shakespeare police district. He was an Army veteran of World War II. Other survivors include his wife, Margaret Mary; three daughters, Jeanne Couleur, Patricia Tardi and Cathleen A. Petway; a son, James; and 15 grandchildren. Mass will be said at 10 a.m. Monday in Queen of All Saints Basilica, 6280 N. Sauganash Ave.
