During this election year, President Bush`s trip to Asia was justified because he was going to get jobs for Americans. At all levels of government, the executive and legislative branches are struggling with issues of tax breaks, incentives, new sources of revenue and unemployment figures that will not go away.

I propose a new tax. For every dollar American corporations want to invest outside this country, they are taxed 50 per-cent. Products that are made in America, shipped abroad for assembly and shipped back for sale, tax the assembled product 50 percent. Products made abroad and shipped here for assembly, tax 50 percent.

Perhaps then, tax-subsidized corporations will begin reinvesting in their own factor-ies, building new or updating older factories, and keeping jobs in America. The 50 percent tax revenue could go toward unem-ployment benefits to retrain displaced workers and to provide for medical care for workers who lost insurance due to layoffs and cutbacks.
