After allegedly running a red light early Saturday at Lake Cook and Skokie Valley Roads, three Wisconsin residents were stopped by police and charged with possession of a controlled substance. David Martin, 25, Kandi Davis, 19, and Tracy M. Dutkiewicz, 19, were charged with possession of LSD. Dutkiewicz also was charged with driving while her license was revoked and without insurance.
