A 21-year-old Villa Park man was charged with two counts of domestic battery Monday after reportedly striking his wife and her sister. Neither woman would sign complaints against Walter H. Foster, of 315 N. Princeton Ave., who was arrested under a provison of law allowing police to sign complaints when violence is evident during a domestic dispute. Foster was released after posting bond.
