William ”Bill” Higgins, 66, a former Chicago police officer, died Sunday at his home in Joiner, Ark. Mr. Higgins was a police officer on the North Side for 27 years before moving to Arkansas in 1976. Survivors include his wife, Cathryn; two daughters, Patricia Weathers and Ruthie Graham; a son, Daniel; three stepsons, Kenneth Scott, Doug Scott, and Brandon Scott; a granddaughter; two sisters; and four brothers. Services will be Thursday in Osceola, Ark.
