Another try: The Clinton administration’s fiscal 1994 budget includes a 14-cent fee on every round-turn trade made at the Chicago Board of Trade, the Chicago Mercantile Exchange and the nation’s other futures markets. The projected $55 million raised by the fee would be used to offset the cost of the Commodity Futures Trading Commission, which currently is funded through tax dollars.
