Barbara Matthews, 43, of 14419 S. Halsted St., Riverdale, was charged last week with retail theft for allegedly stealing $70 worth of locks from the HomeBase store at 159th Street and Harlem Avenue, police said. Matthews also was charged with unlawful possession of a hypodermic syringe and needle, which police said was in her purse.
