Adding a unit: General Binding Corp. said Wednesday it has agreed in principle to purchase the operating assets and business of Bates Manufacturing Co., of Hackettstown, N.J., for undisclosed terms. Bates manufactures and distributes staplers, numbering systems, card files and other office products. The company had 1992 sales in excess of $20 million.
