Consultant hired: Denny’s restaurants, facing accusations of discrimination against black customers, hired Joseph D. Russell, a California business consultant, to monitor civil-rights compliance. Russell will administer an agreement between the U.S. Justice Department and Denny’s that includes random testing of the chain’s California restaurants for bias. Denny’s has denied that discrimination occurred.
