A Markham man and woman were charged with theft Wednesday after police became suspicious about the couple’s activities outside Lincoln Mall. Police said Harriet Foster, 32, of 16460 Winchester Ave., also was charged with operating an uninsured vehicle, driving with a suspended license, having no valid registration and having no brake lights. Also charged was Robert L. Payton, 33, of the same address. Each has an Oct. 18 court date. Police said each was released on recognizance.
