Citing the dearth of affordable housing in the Latino community, a coalition of Hispanic groups has called for passage of a city ordinance to create 35,000 rehabilitated housing units at a cost of $1 billion over five years.

Carlos de Jesus, executive director of Latinos United, a non-profit housing advocacy group, said housing units in Chicago declined by almost 50,000, or 3 percent, between 1980 and 1990. According to Latinos United, 46 percent of the housing loss was in the 25 neighborhoods that have a significant Latino population.
