Mood brightens: Business confidence in the economy rallied in November to the highest peak since the spring, the Cahners business confidence index reported Monday. The index rose to 66.3 this month from 64.1 in October, equaling the April reading and suggesting tha the American economy grew at a modest rate for all of 1993. A reading above 50 suggests the economy is expanding. Addtionally, the report said business executives expecting to increase capital spending over the next three months outnumbered those anticipating declines by a margin of over 7 to 1.
