Saying Illinois is dragging its feet on expanding auto emissions testing, regulators this week started a formal sanctions process that could lead to a freeze on $710 million a year in federal highway funding to the state.
The U.S. Environmental Protection Agency published in the Federal Register on Thursday a formal notice of proposed disapproval of the state’s plan for complying with the Clean Air Act.
The EPA warned that after a public comment period ends Jan. 3, it could issue a notice of final disapproval and take action at any time to withhold federal highway funds for Illinois.
Mike Lawrence, a spokesman for Gov. Jim Edgar said Friday that the legislature will address the EPA action when it returns in January.
