Mexican troop movement has ended with an announcement Wednesday by President Carlos Salinas de Gortari of a unilateral cease-fire after 12 days of fighting between the Mexican army and up to 2,000 indigenous peasants in the southern state of Chiapas. “I have taken the decision to suspend the first use of force in the state of Chiapas,” Salinas said in a live radio address to the nation. Army troops “will only react if they are attacked,” he said, calling the cease-fire a “message of reconciliation, peace and respect for human rights.” More than 100 people have been killed since the Zapatista National Liberation Army launched a rebellion against the Mexican government in Chiapas on New Year’s Day.
