There is presently a clamor to determine the culpability of those in government who allowed clandestine experiments on unwary citizens in the past. Unquestionably it was an egregious violation of those subjects’ rights.

Will we in the future again demand why innocent citizens were allowed to be misled and encouraged to accept exposure to a life-threatening disease by condoning and urging the use of condoms, while knowing that they do not, as the commercials imply, make sexual activities safe from HIV contamination?

If it was wrong to mislead or withhold accurate health information by the government in the past, is it acceptable today?
