Police said they recovered 9.5 grams of crack cocaine with a street value of $1,000 in an undercover bust during a traffic stop Monday night at Bent and Raymond Streets. John F. Covington, 29, of 4 Times Square, Elgin, was charged with unlawful possession of a controlled substance with intent to deliver and unlawful possession of a controlled substance, police said. Investigators had obtained a warrant to search Covington’s car, police said.
