Boom continues: The pace of construction on homes and apartments increased in December, led by gains in the South and Midwest. The number of homes completed during December rose 3.7 percent to an annual rate of 1.30 million, the Commerce Department said. For all of 1993, completions rose 3.1 percent to 1.19 million. While completions rose 5.1 percent in the Midwest and 7.7 percent in the South during the month, they dropped 5 percent in the Northeast and fell 1 percent in the West.
