An Elgin man who has been convicted three times of robbery pleaded guilty Friday in U.S. District Court to felony possession of a firearm, authorities said.

The guilty plea by Juan Feliciano, 29, means that he will face a minimum sentence of 15 years in prison under a federal law establishing prison terms for thrice-convicted felons convicted of a firearms violation, said Jerry Singer, spokesman of the federal Bureau of Alcohol, Tobacco and Firearms.

In exchange for Feliciano’s guilty plea, prosecutors will ask a federal judge to sentence Feliciano to from 15 to 19 years in prison, Singer said.

Feliciano was convicted of armed robbery in 1983 and robbery in 1982 and 1990 in Kane County Circuit Court, Singer said.

Feliciano had been paroled for 12 days when he was arrested in connection with an attempted armed robbery of a Metra passenger in Elgin on Nov. 24, 1992, Singer said.

ATF agents worked with Elgin police in bringing an indictment against Feliciano under a program, which targets armed career criminals with three major felony convictions and attempts to put them in federal prison for minimum 15-year terms, Singer said.
