Thomas J. Diggins, 75, who was born and raised in Chicago, died Friday at Howard Young Medical Center in Woodruff, Wis. Mr. Diggins and his wife, Anita, lived in Largo, Fla., after he retired in 1980. A graduate of DePaul University, Mr. Diggins was an investigator for the Internal Revenue Service before working for the Illinois Bureau of Investigation. He was a life member of the Illinois Police Association. Other survivors include two daughters, Nancy and Sharon; a son, Thomas; three sisters; and seven grandchildren. Services will be Monday in Wisconsin.
