Digital Equipment Corp. reported a $1.75 billion loss for its fourth quarter, but the troubled computer-maker confidently predicted it would claw its way back into the black by 1995. The loss included a $1.2 billion charge to pay for the costs of slashing 20,000 workers by next July. Digital, based in Maynard, Mass., racked up losses of more than $2.2 billion in the fiscal year ended July 2. The quarterly loss amounted to $12.64 a share, against a profit of $113 million, or 85 cents, a year earlier.
