Richard E. Lassar, 76, retired president of Abbott Capital Corp. and from 1961 to 1970 area administrator for the Small Business Administration, died Tuesday at home in Evanston. From 1958 to 1961, he was an Evanston Township Democratic committeeman. Survivors include his wife, Jo; two daughters, Susan Vinicor and Patricia Peterson; a son, Scott; a brother; and seven grandchildren. A memorial service for Mr. Lassar will be held at 5 p.m. Oct. 1 in the Unitarian Church of Evanston, 1330 Ridge Ave., Evanston.
