Henry Hyde deserves a prize for the oxymoron of the century for using “intellectual honesty” and “congressmen” (or any politician) in the same sentence. In Congress’ recent discussions of the the balanced-budget amendment, all unpleasant alternatives that might cost a congressman a single vote are “taken off the table.” They are like weight-loss hustlers who say-“Eat as much as you want of anything you like and don’t bother with any tedious exercises. But don’t worry about your weight, we’ll pass a law saying your weight will have to be in the normal range-in seven years.”
