With the possible exception of financially ailing USAir and Continental Airlines, airline-industry insiders don’t expect other carriers to duplicate Trans World Airlines’ decision to end the controversial cap on travel-agent commissions, which the airlines put in place three months ago. TWA, in hopes of getting travel agents to steer more passengers onto its flights, restored the 10 percent commission for domestic-flight bookings, scrapping the current industry cap of $50 for round-trip tickets and $25 for one-way bookings.
