A Cook County judge Monday declared unconstitutional a section of Illinois’ worker’s compensation law that severely restricts the ability of foreigners to collect survivor benefits. Circuit Judge Edwin Berman said the law violated the Constitution’s equal-protection provisions because it allowed full recovery for residents of the United States, Canada or Mexico while extending only half-benefits to residents of other countries.
