U.S. Trade Representative Mickey Kantor said negotiations to bring Chile into the North American Free Trade Agreement are moving ahead and need not wait for fast-track authority from Congress. “. . . We’re moving ahead in an aggressive manner,” Kantor told a news conference in Toronto following opening of talks among Canada, the U.S., Mexico and Chile that are expected to last six months.
