The British-Franco parent of Appleton Paper in Wisconsin announced a $210 million expansion of its Combined Locks, Wis., mill and the purchase of a Newton Falls, N.Y., paper mill for $60 million from Sweden’s Stora. The investment at the mill comes just over a year after Arjo Wiggins’ Appleton unit spent $170 million on paper machines for the same site, on Wisconsin’s Fox River.
