The City Council meets Wednesday and could vote on potentially embarrassing issues for Mayor Richard Daley. They are proposals to hand out almost $7 million in low-interest construction loans to his political allies-with no payments for at least 20 years-and increase the profits of Host Marriott, the company that sells food and beverages at O’Hare International Airport, by at least $3.2 million a year.
