Richard E. Mowen, 84, of Algonquin, a retired claims attorney for the Hartford Insurance Group, died Monday in Canterbury Care Center in Crystal Lake. He was born in Des Moines and was an Army veteran of World War II. He is survived by his wife, B. Iciline); two sons, Richard Jr. and James; a daughter, Ellen Fiene; a brother; a sister; and six grandchildren. Services will be at 11 a.m. Thursday in Wait-Ross-Allanson Chapel, 201 S. Main St., Algonquin.
