Karen M. Costner, 31, of 221 Millard Ave., Fox River Grove, was charged with driving under the influence of alcohol, driving on a suspended license and possession of drug paraphernalia after a traffic stop Sunday, police said. Costner was also cited for an equipment violation. Officers said a small pipe commonly used for smoking marijuana was discovered during a search of her vehicle.
