Three-fifths of the state’s House and Senate members would have to approve any measure to raise state revenues under a proposed amendment to the Illinois Constitution endorsed Monday by the House Executive Committee.
Requiring a “supermajority” to approve tax and fee hikes would make it harder to raise revenues, and that’s what voters want, said Rep. Bernard Pedersen (R-Palatine), sponsor of the measure.
If the rest of the General Assembly agrees, Pedersen’s proposal would go before voters in a Nov. 5 referendum. But lawmakers have little time to consider the measure. Senators only have until the end of the week to pass bills out of committee, and the constitutional amendment first must be approved in the full House.
