Change the rules so that every time a pitcher tosses a ball to first base in an attempt to pick off the runner it would be counted as a “ball” on the batter. Four “balls” and the batter walks to first base.
This would reduce the number of tosses to first base and would also encourage the runner to attempt a “steal of second base.”
