Anthony E. Russel, 19, of 1521 Victoria St. was accused of loitering for the purpose of engaging in drug-related activity Wednesday after police spotted him waving down cars as he walked in the 1800 block of Park Avenue, according to police reports. When stopped for questioning, Russel told police that he had hidden $500 in crack cocaine and refused to tell police where, according to police reports.
