A man who is accused of driving over a median and became stuck on a toppled sign early Sunday at Illinois Highway 31 and Main Street was arrested on a drunken-driving charge, police said. Filimon Frausto-Perez of Apt. 207, 109 Meadowdale Drive, also was charged with improper lane usage and no proof of insurance, police said.
