Police Sunday charged Brian D. Frost, 18, of 80 S. Kankakee St., Coal City, with retail theft after he was accused of taking $80 in clothes from J.C. Penney’s in Louis Joliet Mall. He was released on his recognizance and has an April 3 court date.
