The Michigan House refused Thursday to debate a proposed constitutional amendment making it harder to raise taxes.

By a 51-51 vote, the House rejected pulling a resolution for the constitutional amendment out of the House Tax Policy Committee. The effort needed 55 votes.

The proposal, sponsored by Rep. David Jaye (R-Washington Township), would amend the Michigan Constitution to require a two-thirds majority in the Legislature to raise state taxes or create new ones. The same supermajority would be required for local taxes.

“Taxation is legalized theft,” Jaye said in support of the effort.
