Though final engineering plans for a proposed shopping center at Country Club Road and Illinois Highway 47 are on file, the Woodstock City Council voted Tuesday to revise the preliminary plans for the project, which the city approved last April.

Council members acted against City Atty. Mike Caldwell’s repeated warnings that revising the previously approved plan could lead to a lawsuit.

The council’s newly elected majority adopted a resolution requiring the developer, Mid-West Acquisitions, to provide an access road to the north of the tract off Irving Avenue and through property currently owned by the McHenry County Fair Association.

“I think it’s time to fish or cut bait on this,” Councilman James Young said. “I think it’s worth the risk.”

Mayor Alan Cornue presented the resolution to the council at its July 1 meeting. Action was deferred in hopes of setting a special council meeting with Mid-West to negotiate the changes.

Mid-West declined the offer, since such a meeting would have to be held in public. As an alternative, Mid-West offered to meet with councilmen on an individual basis.
